kurdish town is still trying to identify the scores of people who died. to japan now, where the authorities are trying to figure out how tunnel collapsed on sunday, killing at least nine people. huge concrete slabs in the tunnel smashed on to cars. that started a fire on the main route from tokyo to central japan. we report now on that story. >> only this morning, the mangled wreckage of three vehicles was brought -- early this morning, the mangled wreckage of three vehicles was brought from the tunnel. last came a small delivery truck. the driver had been trapped, but alive. by the time rescuers got to him, he was dead. the collapsed tunnel lies deep in the mountains of central japan, just to the north of mount fuji. it is part of the expressway that links tokyo to central and western japan. the tunnel itself is nearly 5 kilometers or 3 miles long. engineers are trying to work out what went wrong. what caused the huge concrete ceiling segments to suddenly give away and crashed to the road below 0-- and crash to the road below? and why had the tunnel past the city in best --

strug off the coast of japan. a tsunami warning has been issued. i know it was felt very strongly there, alex. what can you tell us? >> well, atika, you mentioned some of the details. we were sitting in the office here in our bureau in tokyo, up on the ninth floor of this building. it's hard to describe, you can't really describe the feeling until you're into it. the one thing that grips me, i'm relatively new to living here in japan is the noise more than everything. everything basically shaking violently, our filing cabinets shaking. here's what i can tell you. you mentioned the 7.3 earthquake. a few other details just coming in. there are advisories -- pardon me, i'm looking off my notes. there are advisories for japan, but the pacific tsunami warning center has not issued a further alert beyond that. right now they're keeping it just to japan. we are hearing reports of possibly as much as a two-meter high tsunami warning in miagi prefecture. this is along the same fault lines, right where this happened in march of last year, the march 11th earthquake and tsunami that we all know ver

to be with you. i'm terrell brown. a strong earthquake hit northeastern japan this morning, the magnitude 7.3 quake struck in the early evening in the same area that suffered a powerful quake and tsunami last year. a tsunami warning has been issued. residents have been told to move to higher ground. the fukushima nuclear plant has not been damaged. the quake was felt as far south as tokyo. lucy craft is in tokyo. what can you tell us? >> reporter: no reports of damage or injury. it's still way too early. we have a tsunami warning. the tide is about three feet or two meters or one meter, i should say. very interesting, this time the warnings came very fast and furious. the announcer was yelling at people to get to higher ground. big difference this year. >> we were watching in our newsroom as the alerts came in. what did you feel, what did you experience there? was it anything noticeable? >> i was talking to someone on the phone and she said she should get off the phone, this is a big one. my windows were rattling. my pictures, i thought i was going to have to grab them before they fell off.

of launches, you know, about 15 years ago, they launched a rocket over japan. it was a surprise to most of us. that occurred just before i took over as the senior intel guy in korea. and we've been watching these developments very, very closely. this is a big deal. ashleigh, this is a big deal. but the arrangement along the peninsula was established close to 50 years ago, as a result of the cold war, and what we need to do, as victor has indicated, is we've got to change the dynamic here. iran is very much a part of the discussion, but not included in what we know as the six-party talks, which are russia, china, north korea, south korea, the united states, and japan. we need to try to change the dynamics here, so that there isn't this provocation, because what you have along the peninsula is quite stark. you have this incredibly robust and modern south korea and this stark, dark nation directly across the dmz. >> victor, who does have influence over pyongyang? >> well, i think for many years, we believed it was the chinese. the chinese are the primary source of food and economic assistance, e

looking good. >> off to a quiet start. we are following breaking news from japan. that is where a meter high tsunami has hit after a 7.3 magnitude earthquake. this follows the tsunami back in march of 2011. the tsunami was strong enough to shake buildings in tokyo. some 280 miles away -- an aftershock followed that. we are waiting any information of any damage. the 2011 quake killed 19,000 people. we will report on the story throughout the morning. >> a d.c. neighborhood plagued with flooding -- there is a major product -- project at a water filtration site. the bloomingdale neighborhood could be dry because of this project. this is the site where three storm drains converge. ." >> they took in a bunch of sewage water. >> when his home flooded or times in just four months this summer -- having dried out with no help from district officials he is hoping that he is one step ahead. >> we will have to hold our breath for next year. sandbags and such. >> d.c. water officials are hoping to have a new system in place to prevent this type of severe flooding as early as 2014. the plan? twofold.

in japan. the country was rocked by a powerful 7.3 magnitude earthquake. it hit off the coast of tokyo. the buildings there shaking. you could see some of the video showing the degree to which they were shaking. alex, what's the latest? >> reporter: it has been a very, very tense few hours here in japan after you mentioned a 7.3 magnitude earthquake striking late here in the day on friday. but just in the past 90 minutes or so, the all clear has been given. the tsunami warning has been lifted. that's great news for the people here. there's no signs of any significant damage. no reports of any deaths. just a few injuries at this point. we also have to keep in mind the nuclear power plants. we have heard from the operator of those. they say everything is fine. but as you mentioned, this brings back very painful memories up for the people in the region in northern japan. we were on the phone with one person who said when this earthquake hit, their first reaction was ohno, not again. but it's late here on friday in tokyo where we are. everything appears to be fine. just one wave came ashor

it will be a concern. we have thousands of troops stationed in japan and korea. there is talk of being able to reach los angeles or the western coast. no north korean test so far has reached that near abroad. bill: what would korea want to prove with this launch? >> always dangerous to try to climb into the mind of a north korean leader. but there would have to be a domestic component to the situation. there are important elections taking place in japan on the 16th and south korea on the 19th of this month. well within the range of this test that is scheduled to come in the coming days. influencing their neighbors and influencing politics and testing new ground with what would a second-term approach be with obama. bill: this is what we believe to be the ultimate range. 5,000 to 6,000 kilometers. 3,700 miles. china to the west here. in japan well within range of north korea were to be successful in developing this launch mechanism. here is hawaii. that's outside the range of the 6,000 kilometers. the question then begs how realistic is it that north korea would be a threat to the united states? >> th
